Palm frond etiquette

My neighbour has a large palm tree that comes very close to the border of our property.  This situation raises questions in regard to palm frond etiquette.  Is disposal of the dead fallen fond the responsibility of the trees owner?  Is it O.K for a neighbour to place the fallen fond back over the fence and onto the tree owners property? I don’t know what the answers are but I’ll tell you what I just did.  You see I have been waiting two weeks for my neighbour to pull down a fallen palm fond which landed on our fence… half on their side and half on my side.  I figured after two weeks they plan on leaving it so out I went with my trusty saw and cut the fond at the fence line.  I pushed their half over to their side and pulled my half down.  I then sawed it in half again and placed it in my bin.  Perhaps they’ll take the hint and remove fallen fonds from now on!
